EMERGENCY CRISIS INTERVENTION PROGRAM (ECIP)
 
Provides financial assistance in the form of an annual (once per year per application) utility credit for gas, electric, propane or firewood to help with the high costs of heating and/or cooling.
 
Annual utility bill assistance can go up to $1000 depending on the total household income and energy costs.
 
Emergency Crisis Intervention Program (ECIP):  Provides financial assistance in the event of a crisis, such as a 48-hour shut-off notice. Applicants for ECIP assistance may receive more than the annual credit allowed under the HEAP program (above).
 
Note:  Applicants MUST be residents of Placer or Nevada Counties to qualify for HEAP or ECIP assistance.
 
 
 
APPLYING FOR ASSISTANCE  (HEAP and or ECIP)
 
To apply for annual or emergency utility assistance through HEAP or ECIP, please call (888) 524-5705 and follow the prompts that lead to the correct mailbox corresponding to your need (see below). All calls are returned in the order they are received. The mailbox only accepts up to 40 calls per day. If the mailbox is full, you will need to try again after 9am the following day
 
When prompted to make a selection, choose from the following:

If you reside in Placer County.
 
PRESS 2.  
If you reside in Nevada County.
 
 
 
A program assistant will return your call and process your application over the phone. A packet of information will then be sent to you with instructions for gathering and submitting qualifying information, such as pay stubs and utility bills.
